Social Media is all about people helping themselves and others by sharing knowledge. I was surprised to see a number on my caller id that i could not identify beyond the number. So I used Google and got a result at http://800notes.com.
The site lets you post your experience with unidentified callers and lets you search for others comments on that number. I think there is definitely a use for this. i would prefer companies identify themselves when calling so you do not have to investigate on your own. It's not a perfect world so I was happy that I found 800notes.com.
They have a form that lets you report numbers but I am not sure where. This site is a good idea and its a form of social media too.
