TSMC's Arizona buildout resolves where chips get made. SpaceX's supplier audit, reported the same week, resolves who touches them along the way. Buyers who have only solved the first problem have not finished the audit.

Steve Hsu, who runs the Arizona Commerce Authority's Taiwan office, keeps two numbers ready for every visiting executive: 100,000 and 300. One is how many people move into the state each year. The other is how many golf courses it has, alongside 300 days of sunshine, the detail Hsu says lands hardest with engineers touring TSMC's fab cluster for the first time.

TSMC's committed investment in the state now stands at $265 billion. The buildup growing on top of it looks like a company town assembling itself in real time. Investors tied to a renewable energy firm paid $88 million for land beside the campus. Din Tai Fung is opening a second Phoenix-area location near Intel's Chandler site to serve the community the fabs drew in.

A Different Kind of Decoupling Landed the Same Week

SpaceX has instructed partners across its global supply chain not to employ or assign Chinese nationals at any facility producing parts for the company (Nikkei Asia, 2026). The company is also auditing supplier surveillance and networking systems, and it requires suppliers to replace Chinese-made equipment from firms Washington treats as national security risks, including Hikvision.

SpaceX's audit tracks personnel and equipment at every tier a part passes through before assembly. Location does not appear in the criteria reporters were shown.

Two Problems, One Vendor Risk Category

TSMC's Arizona expansion answers a geography question. Concentrating advanced chip production in Taiwan created a single point of failure tied to one strait. Moving fabrication to Chandler and Phoenix spreads that exposure across a second continent.

SpaceX is answering a different question.

Reshoring a factory answers where a chip gets made. Auditing a supply chain answers who was standing next to the machine that made it.

Vendor risk assessments in enterprise procurement typically stop at headquarters location and manufacturing site. SpaceX's posture adds an axis those assessments were not built to check: who staffs the facility and what equipment runs inside it, regardless of the country listed on the building's sign. A supplier can build in Arizona and still run networking hardware sourced from a firm on the same list SpaceX is now avoiding.

Unknowns and Uncertainties

Whether TSMC or its confirmed suppliers inside the Arizona cluster apply the same personnel and equipment standard SpaceX has now set for its own chain is not confirmed. Reshored manufacturing sites can still source networking and security equipment through vendors nobody has vetted at this level, and that gap remains open until a supplier or a regulator addresses it directly.

Full decoupling now runs through personnel and embedded equipment at every supplier tier, beyond the fabrication site's zip code. That standard did not exist as stated corporate policy before this month.
CIO/CTO Viability Question

Ask your top five hardware and infrastructure vendors two questions this quarter: who staffs their production facilities, and what surveillance or networking equipment runs inside them. If neither question has an answer on file, the gap SpaceX closed for itself is still open in your stack.
