Huawei filed 115 priority patent applications covering sixth-generation wireless technology in 2023, the busiest year in the company's 6G filing history and the same year the International Telecommunication Union and the 3rd Generation Partnership Project (3GPP) opened the formal studies that would define what 6G actually requires (IIPRD, 2026). The filing did not wait for the specification. It moved ahead of it.
The Radio Layer Becomes the AI Layer
Sixth-generation wireless is not faster fifth-generation wireless with a new label. Every prior cellular generation treated artificial intelligence as an add-on layered onto a fixed radio architecture after the fact. The International Telecommunication Union's IMT-2030 designation, adopted at the 2023 Radiocommunication Assembly, calls for an air interface that is AI-native from the start, using machine learning to handle symbol detection, channel estimation, and beam management inside the radio access network itself, the layer known as RAN that connects devices to the core network (International Telecommunication Union, 2023).
3GPP's Release 18 study on artificial intelligence for the new radio air interface opened that door in 2022. Release 19 widened it. Researchers at China Mobile and the Chinese Academy of Sciences have already run a field trial spanning more than 5,000 5G-Advanced base stations on an AI-native RAN architecture, reporting gains in latency, fault root-cause identification, and network energy consumption (Li et al., 2025). Nokia, NVIDIA, and T-Mobile completed comparable functional tests in the United States this year, with parallel trials in Indonesia and Japan.
Scale reached the field before the standard reached a freeze.
Huawei's Patent Filings Race Ahead of 3GPP's Calendar
3GPP is not close to finishing 6G. Release 20, running through 2028, covers the study phase. Release 21 codifies the specification in stages, with system and architecture work due in June 2028, protocol specifications frozen by December 2028, and a final interface freeze in March 2029 (IEEE Communications Society Technology Blog, 2026).
Huawei is not waiting for that freeze to accumulate intellectual property. Its 6G patent filings peaked at 115 priority applications in 2023, precisely as the standards studies opened, and the pace has held: 140 patent publications in 2025 and 88 more in the first half of 2026 (IIPRD, 2026). Four areas concentrate that activity: standard-essential patents tied to IMT-2030 requirements, AI-native network intelligence including self-optimizing radio access network architecture, terahertz hardware, and integrated sensing and communication.
China's coordinating body, the IMT-2030 Promotion Group, has directed research funding and standards contributions since 2019 under the Ministry of Industry and Information Technology, years before most Western operators treated 6G as more than a roadmap slide.
China Pays Cities to Win Standards Seats
The patent race sits inside a wider campaign for control of the committees that decide which patents become mandatory. Shenzhen and Shanghai pay cash bonuses to companies for each technical standard achieved at an international body, an incentive structure with no Western equivalent (Gould, Washington Post, 2026). Chinese delegations arrive at working group meetings with larger teams than their counterparts and submit hundreds of amendments until Chinese intellectual property sits inside the base text.
State Grid Corporation of China gained control of International Electrotechnical Commission committees that write specifications for high-voltage power grids, requiring electricity companies worldwide to buy components engineered to Chinese standards. Zhao Houlin served as secretary-general of the International Telecommunication Union from 2015 to 2022, a tenure during which the union's mandate expanded into internet governance areas previously spread across multiple stakeholders (Gould, Washington Post, 2026).
None of this guarantees Chinese control of 6G's core specification. In 2020, a coordinated multinational campaign elected Singapore's Daren Tang over China's Wang Binying to lead the World Intellectual Property Organization, a result its backers framed as preserving a market-driven approach to intellectual property (Gould, Washington Post, 2026). That outcome shows organized pushback works. It also shows how rarely Western governments organize it.
The AI-RAN Alliance Trades Coordination for Scale
The West's answer to a state-directed filing strategy is the AI-RAN Alliance, a coalition that passed 100 members in 2025 and added operators including Boost Mobile, Globe Telecom, SK Telecom, Ooredoo Hutchison, and KT ahead of Mobile World Congress Barcelona (Light Reading, 2025). Nokia, NVIDIA, and T-Mobile completed AI-RAN functional tests together this year, with parallel trials running through Indosat in Indonesia and SoftBank in Japan.
That coalition runs on voluntary membership and competing vendor interests. Companies inside the AI-RAN Alliance still compete for the same carrier contracts and file against each other for the same patents. China's IMT-2030 Promotion Group answers to one ministry. Measuring the two only as competing standards bodies misses the structural difference: one aligns competitors toward a shared submission, the other wins market share company by company under central direction.
Enterprises signing multi-year network contracts inherit whichever model wins in the committee room, whether or not their procurement team ever sees the room.
Unknowns and Uncertainties
- Whether 3GPP Release 21's AI-native core architecture, due in 2028, weights declared standard-essential patents toward whichever company filed earliest, or whether Western carriers build exclusion criteria into procurement ahead of the freeze.
- Whether the AI-RAN Alliance's operator growth translates into coordinated standards submissions inside 3GPP and the International Telecommunication Union, or stays a commercial coalition without matching committee influence.
- Whether the 2020 World Intellectual Property Organization election, a single coordinated campaign against one candidate, scales to the dozens of working groups inside the International Telecommunication Union and International Electrotechnical Commission, where committee control changes seat by seat rather than in one visible vote.
