On September 30, HPE said Vultr placed a $1.2 billion order for AMD Helios AI racks at Vultr data centers in the United States (HPE, 2026). HPE called it the first order for that system. Each rack holds 72 AMD Instinct MI455X chips, 6th Gen AMD EPYC "Venice" processors, AMD Pensando networking chips, and AMD's ROCm software (HPE, 2026). Six HPE switches in the rack connect those chips. The announcement does not say when the racks ship, or how many racks the money covers.
That purchase sits next to a market most large companies already know. Amazon Web Services, Microsoft Azure, and Google Cloud sell servers, storage, databases, and a long list of other tools, and a typical enterprise already has a contract with one of them. The companies picking up the chip orders are smaller. CoreWeave and Lambda rent chips for training and running models. DigitalOcean and Akamai's Linode rent a basic server by the hour. Vultr sells both, which is why a developer account and a government contract can land on the same company.
Vultr belongs to Constant, a private company in West Palm Beach, Florida. The cloud business dates to 2014. Computer Weekly reported on October 5 that Vultr has started more than 80 million servers since then, for more than 1.5 million customers, across 33 regions (Computer Weekly, 2026). I met Kevin Cochrane, the chief marketing officer, at an Nvidia GTC event. The chip shortage he and his chief executive have been describing since then is what the HPE order puts a price on.
Customers are signing for chips years ahead
J.J. Kardwell, Vultr's chief executive, said at HumanX in April that the best figures he had seen put demand about 30 percent ahead of supply (Vultr, 2026). On the same panel he said customers were signing five- and six-year deals, after a stretch nine months earlier when many would not go past one or two years. A training job cannot wait on a maybe. The supplier that can name a delivery window gets the order, which is how Vultr ended up buying full racks from HPE rather than renting loose chips as they appear. Kardwell said demand "continues to outpace available capacity." The order also follows nearly three years of work with Juniper, now part of HPE.
The same account already sells Nvidia chips. Edgegap uses Vultr to run multiplayer games close to players. Captions trains video models on Nvidia H100 chips from Vultr, and Vultr's case study says that service supports more than 5 million creators (Vultr, 2024). In December I wrote about Vultr's plan for a 50 megawatt AMD cluster in Ohio with 24,000 AMD Instinct MI355X chips (shashi.co, 2025). The September racks are the larger AMD buy, for data centers in the United States.
A sovereign deal is a separate contract
The rack order does not answer a government that wants control inside its own country. On April 10, 2024, Kardwell said Vultr would "deploy sovereign clouds on demand for national governments around the world." Vultr named Singtel as one local partner. The offer has three parts, and a normal region covers only the first.
- Data sovereignty. The files stay in the region the customer picks. Vultr says they are encrypted while stored and while they move, and they are not processed somewhere else unless the customer allows it. Cochrane told SiliconANGLE in November 2025 that the files leave the region only if the customer moves them. He told BNamericas in July 2025 that each region can keep running if the rest of the network fails.
- Operational sovereignty. People from that country run the machines. Datacenter Dynamics reported the day after the 2024 launch that citizens of the host country manage those data centers. Techzine reported that the machines can be kept separate from Vultr's other halls.
- Jurisdictional sovereignty. A normal region can still keep the bill, the login, and the next server order in the United States. On the sovereign offer, Vultr copies that account and billing system into the country and separates it from the central system. Cochrane told BNamericas that Vultr can clone the account system into the region. Constant, in West Palm Beach, remains the owner, so a buyer who needs a local company on the signature line has to ask for that entity in the contract.
Ask when the racks arrive, which chip the job needs, and whether the paperwork is a normal region or a sovereign contract. The HPE order covers AMD racks in the United States. The sovereign contract is the one that copies the account system into the country and staffs the hall with local citizens.
